I think it's the few that spawn inside buildings. I had similar reports on Taviana, where zombies spawn inside buildings all the time.

Don't take my word for it, though.

 No there were also crawlers crawling around with out bodies it was frequent but not with all zombies. Maybe a particular skin??

Wait... The zombie was invisible, but you could see that he was crawling? :S
