Well, ...
A long time later ...

 Found out that Co-Op doesn't actually work on this mission.  Small group, on a dedicated server ... only one player ( the first to log in ) had a player slot available.  
 trying to edit to add more slots ... broke the mission, nothing at all would "load" in or spawn.
