I saw several of them:

1. One near NEAF. Crouching and not moving (only breathing), Impossible to recruit
2. Two in bandit town:
  one crouching and not moving (only breathing), 100% equal to the one in NEAF
  one standing and not moving (only breathing). I took it for a Zombie then I realized he was not

All of them do not move, do not react to anything. Here's one of them:
