I will share something with all of you that I find is a constant for me regardless of who's mod it is.

Every time that I am in a city and I notice no zeds in front of me, I check back to where I came from. If I see absolutely no zeds then nothing will spawn. If I see just one zed, then I will sneak back to hang around him. If I hang around him long enough, zeds will start appearing on my perimeter (+- 200m). Loot will have spawned as well. If an AI shoots that zed, nothing will spawn. I don't usually recruit AI and just let them go. I listen for the gunfire and when it diminishes down to nothing, I start looking around to see if there are zeds.

This is not something that happens continuously. I gain many hours of enjoyment from the mods posted here. But there is a pattern. It does happen. The trick is to realize WHEN there is no more zeds spawning and then go find one and stay in that area until they start respawning again. If you cannot find a ambulatory zed, then the game is lost. You either restart from a previous save or restart from scratch.

If you are in between towns and the next town you come across (either by foot or by vehicle) has no zeds, the game is lost.

It seems to me that if you go back to the last spot where zeds were actually spawning and manage to find a couple of 'live' ones, staying in that last productive spawn area will restart zeds and loot spawn around you.
