I think I found the reason why some jerry cans won't refill. If you're actively refueling a vehicle and attempt to refuel again too quickly (i.e. you get the message that you're already refueling), it seems to invalidate any-and-all jerry cans you have in your inventory and also in the vehicle.  I had 8 in total, which I had to discard.

I believe if you find new ones, the problem is fixed, but I only tried that in versions prior to v1.3.

I think the problem is that there's a bit of a delay between the animation finishing and the message to say you've used a jerry can.  And in those 3-4 seconds, if you try to refuel again, that's when it breaks the jerry cans.

I hope this description is accurate ^.  I can't see why else it does this.
