If you look at the mission file in the editor, the entire north western & north central wooded areas are zed free (north of Petrovka). Plenty of spots to build bases without hassle.
I know everyone has their own play style but I like the danger of having zeds in the woods. It is more realistic that some would wander from the cities and adds a little more challenge to the game.
Also, there are now some rewards in the woods in the form of random tent spawns (thanks Haleks!) that may or may not contain loot.
