There are plenty of bandits around. If you really want to find some with cheats I recommend spawning a helicopter when you first start a game and flying to Stary Nova. Every time Ive done this I have found about 3 bandit helicopters in between Stary and Gorka. Also check your map when flying around in a heli because they show up, and also they give away their position sometimes by shooting at your heli. I used to do this for practising with a sniper but now Ive been playing without cheats and its a lot more scary running into a group of 10+ bandits with only an AK and low ammo. Good luck :)
