You're right. The zombies should attack the bandits, but they don't. This is because of the way Rocket programmed DayZ. There are a few different classes inside the game and zombies are part of the civilian class - this limits what they can do. Zombies won't ever attack bandits (or friendly AI survivors) and there's nothing we can do to make them.

The only way to fix this is to completely rewrite DayZ and change the class of the zombies. Sorry.
