That's normally due to a few different reasons:

1. The CBA addons are not loaded in the shortcut. Make sure that your shortcut includes a section a bit like this:
-mod=@DaiZywhatever;@CBA_CO
It's the ;@CBA_CO bit that's important.

2. The CBA addons have been installed after you began your game, but you haven't restarted it since then. The game doesn't like changes to your addons and mods when it's got a game in progress - you need to 'restart' rather than 'resume'

3. You don't have a recent beta patch installed. Since the CBA plugins were updated in February 2013, they have required you to use a version of the beta patch at or above 100697.
